When the ball-object meets the wall-object its velocity should be reversed AND the velocity should be set to a RELATIVELY low value ... say 0.05V ...
So in one or at best two bounces the ball will come to a complete halt WITHOUT us having to specify that velocity is 0.
Since we have not specified velocity is 0 ... hence there will be no difficulty in giving the ball an upward velocity when we press the bar.
In the real world, that is exactly how it happens .... everything bounces at least once ! even though the bounce is very small and not noticeable ..
All the best
